There are two basic classifications of Association members.
Active Member
Any entity regulated under the Pennsylvania Public Utility Commission providing local telephone service as a public utility within the Commonwealth of Pennsylvania.
Active Member Benefits
Active membership includes any person, partnership, corporation or other legal entity regulated under the auspices of the Pennsylvania Public Utility Commission providing local telephone service as a public utility within the Commonwealth of Pennsylvania. Some of the benefits of an active member include:
- participation on any of the 13 standing committees in the association
- one vote on all matters pertaining to the policies, work and management of the Association
- assistance with tariff filings
- annual convention attendance
- membership directories
- and color coded maps detailing telephone service areas

Associate Member
Any entity which manufactures or distributes any telecommunication equipment, or supplies to or performs services for Active members of the Association.
Associate Member Benefits
Associate members are those companies providing materials and equipment, construction or consulting services to the industry. Some of the benefits of an associate member include:

- membership directories
- color coded maps detailing telephone service areas
