Steven J. Samara
Steve came to the PTA in 1996 after twelve years in the Senate of Pennsylvania as E
xecutive Director of the Senate Communications and High Technology and Senate Finance Committees. He was the Republican Executive Director of the Communications and High Technology Committee when that body considered and passed the Chapter 30 legislation which laid the groundwork for the deployment of the broadband telecommunications network in the state.
As President, Steve is responsible for lobbying local exchange industry positions before the House, Senate, Governor’s Office and all state-level policy-making and regulatory bodies. Steve also oversees the association’s weekly publications.
Steve is President of the Harrisburg Trade Association Executives, a member of the Pennsylvania Relay Service Advisory Board, and the Pennsylvania 911 Advisory Board.
Susan A. Carter, Office Manager
Sue came to the PTA in 1989 after 4 years working for the Pennsylvania 
Department of Public Welfare.
After seven years as Administrative Assistant, Sue became PTA’s Office Manager. In addition to keeping the office running, Sue is responsible for maintaining tariffs for PTA’s active members as well as scheduling all membership meetings throughout the year.
Sue and her husband Tom live in Camp Hill with their two sons, Josh and Justin.
