Yesterday, the Pennsylvania Independent Regulatory Review Commission unanimously voted to adopt the PUC’s regulations regarding pole attachments. PTA supported this initiative and filed comments with the Commission noting that its taking adjudication of pole attachment disputes from the FCC would help bolster rural broadband deployment. During discussion of the regulation, the associated costs on the Commission were highlighted by several of the IRRC Commissioners, with PUC representatives offering that they expected the costs to be minimal and that they had the requisite staff and processes in place to handle complaints. After IRRC issues an order notifying the PUC and the standing committees in the legislature of its approval, the regulation will undergo legal review by the Attorney General and, when published in the Pennsylvania Bulletin, become final.
