Comments of FCC Chairman Ajit Pai at the Multicultural Media, Telecom, and Internet Council’s Broadband and Social Justice Conference this week regarding his decision to end the zero-rating investigation. Pai was referring to a recent research finding of the Pew Research Center which indicated a significant reliance of minority and low-income customers on accessing the Internet through only their phones.
