A recent posting entitled “Regulatory Costs of Fiber Construction” by Doug Dawson on his POTs and PANs site lists a bevy of costs associated with broadband network deployment not frequently highlighted by mainstream media. Here are a few: national/state codes, OSHA safety standards, a wide variety of permits, rights-of-way, easements, financial requirements such as bonds, business license/franchise agreements, deployment codes (such as requirements to bury fiber, locating/One Call), public notification (door knocking, leaflets), traffic control, restoration, inspection, mapping, environmental studies, and cultural/historic site review.
