The legislature finished its business for the calendar year on Wednesday, but not before passing legislation establishing the Pennsylvania Broadband Development Authority and a governing board which is awaiting the Governor’s signature (See related story in Quotable section). Additionally, House Bill 2071 establishes guidelines for broadband project applicants, defines unserved and underserved areas of the state (no access to 25/3 Mbps and 100/20 Mbps respectively) and makes any project which overbuilds certain existing networks ineligible for funding.
