Congress: 5-16-25

It’s called the “Lowering Broadband Costs for Consumers Act of 2025” and, among other things, it proposes to broaden the contribution base of the federal Universal Service Fund to include edge providers (think Google, Amazon, Netflix, and Facebook) The bill is sponsored by Senators Markwayne Mullin (R-OK), Mark Kelly (D-AZ), Mike Crapo (R-ID), and Kevin Cramer (R-ND),  and addresses a long-standing issue of what segments of the broadband industry should be responsible for supporting the fund. In addition to that issue, the bill limits edge provider assessments to those with more than 3 percent of the estimated quantity of service transmitted in the U.S. and more than $5 billion in annual revenue and limits regulation of those providers to only USF contributions.
