“Precedent-Setting” and “first-of-its-kind” are the terms being used in a news release issued yesterday by the FCC heralding its 60-day resolution of a pole attachment complaint between Appalachian Power Company and Comcast. The complaint ran through the Commission’s Rapid Broadband Assessment Team and clarified that attacher Comcast was not responsible for footing the entire bill (only the incremental cost) on poles owned by Appalachian which had preexisting safety violations or engineering standards requiring replacement.
