Just as the Pennsylvania Public Utility Commission Working Group is working with telcos and other interested parties in analyzing the state Universal Service Fund, so too are parties at the federal level taking a look at that USF. An article in Broadband Breakfast this week noted that Congress is expecting to see a discussion draft on the $8.5 billion fund this summer and the FCC’s Wireline Competition Bureau issued a notice seeking comments on potential reforms to the operations and management of the Universal Service Administrative Company yesterday. Comments in this docket (96-45 and 97-21) are due on May 15, 2026.
