It’s called the “Tax Billionaires. Fund PA” bill and it was the focus of a Center Square article this week featuring perspectives from supporters and opponents. House Bill 1678 passed the House by a vote of 139-63 prior to the Legislature breaking for its summer recess and proposes to levy the state’s gross receipts tax on digital advertising of mega companies like Meta, Amazon, TikTok and Microsoft. The expected revenues are estimated to be $329 million in the 2026-27 fiscal year. Opponents are arguing that, since the bill does not have a revenue threshold that limits the tax to large companies, even small entities could be subject to the new tax.
