A major course correction this week in the form of an Executive Order from Governor Josh Shapiro on data centers. While the EO does not place an outright moratorium on the polarizing entities, it does put a major crimp in their current plans. Among the major elements of the Order are removing all data center developments from Shapiro’s  fast-track permitting program, requiring centers to sign legally binding agreements to certain transparency and environmental requirements such as water conservation and public notification, mandating that projects provide their own  electric generation and pay for all costs  associated with increased energy usage, and requiring a community benefit agreement that includes promises to hire locally and invest in local schools and infrastructure.
